LINCOLN — Nebraska voters will decide in November whether betting on horse races of the past is a winner or an also-ran after a reversal of course by state lawmakers.
State senators on Monday voted 30-17 to place on the Nov. 4 ballot a proposed constitutional amendment that would allow betting on previously recorded horse races.
