WASHINGTON —Kathleen Sebelius has resigned as head of the U.S. Department of Health and Human Services, ending a five-year tenure marred by the troubled rollout last fall of HealthCare.gov, the website for President Barack Obama's signature legislative achievement, the Affordable Care Act.
Obama accepted the Cabinet secretary's resignation this week, and this morning will nominate Sylvia Mathews Burwell, the director of the Office of Management and Budget, to replace Sebelius, officials said.
