LINCOLN — TransCanada Corp. announced plans Thursday to build a $12billion oil pipeline across Canada with one-third more daily capacity than the controversial Keystone XL pipeline.
But the new proposal should not be seen as insurance in case the U.S. State Department or President Barack Obama ultimately kills the long-delayed Keystone XL, company officials said.
