Plenty of talk but little action at bipartisan filibuster meeting

WASHINGTON — When President Barack Obama made campaign visits to Ames and Des Moines last year, Sen. Tom Harkin took the opportunity to press him again and again to fight for changes in Senate rules that would stop Republican filibusters.
“If we don’t change the filibuster, you might as well take a four-year vacation,” the liberal Democrat from Iowa recalled telling Obama.
