Omaha city planners answered a lot of questions Tuesday night about a proposal to declare a part of old downtown Millard substandard and blighted so that potential development there can be eligible for tax incentives.
But they couldn't fill in the biggest blanks: what might happen there and when, and how it would affect people who live and own businesses in the area.
