A judge will decide whether Nikko Jenkins, charged with killing four people, is competent to stand trial after two psychiatrists issued conflicting evaluations.
Douglas County Attorney Don Kleine said he received a letter Tuesday from state psychiatrist Dr. Y. Scott Moore, who evaluated Jenkins' mental health at the Douglas County Jail in December.
