A teenager charged with killing his 5-year-old foster brother over Labor Day weekend last year is competent to stand trial, an Iowa judge has ruled.
Authorities believe Cody Metzker-Madsen, then 17, killed Dominic Elkins as the two boys played outdoors Aug. 31 at the rural home north of Logan, Iowa, where they were staying.
