WASHINGTON — It was a year of filibusters, debt-ceiling crises, a partial government shutdown and the “nuclear option.''
Capitol Hill's 2013 produced just a trickle of new laws, strained relations between the two parties to the breaking point and sent the public's already-dismal opinion of Congress below the level of cockroaches and toenail fungus.
