A man who arrived to conduct some business at the Nebraska State Patrol headquarters in Scottsbluff left in handcuffs.
A trooper detected a strong odor of alcohol on Levi M. Schwartzkopf, 42, of Scottsbluff as he entered an employee entrance Wednesday, said Deb Collins, a State Patrol spokeswoman.
