WASHINGTON — Nothing has devoured more of Chuck Hagel's time in his first year as defense secretary— or involved as many difficult decisions — as wrangling with the military budget.
With Congress keeping a tight grip on the federal purse strings, Hagel's job has required him to weigh competing interests, set new directions for service branches and deal with tension between the active duty forces and the National Guard.
