Chuck Hagel pitches to China a new model of military ties

BEIJING — Defense Secretary Chuck Hagel told a roomful of China’s future military leaders Tuesday that their country should play by the rules in territorial disputes with neighbors, open up about its cyber activities and help the United States eliminate North Korea’s nuclear weapons.

Hagel’s remarks — which drew some critical questions from his Chinese audience — were delivered at the People’s Liberation Army’s National Defense University during his first trip to China as secretary.
