Papio NRD seeks probe of board member’s business dealings
The NRD’s 11-member board voted Thursday to file a complaint with the Nebraska Accountability and Disclosure Commission against Scott Japp, who represents Washington County and parts of Burt, Thurston and Dakota Counties.

A member of the Papio-Missouri River Natural Resources District board will run for the Nebraska Legislature despite growing scrutiny of a proposed lease deal he was pitching.
Scott Japp, who represents Washington County and parts of Burt, Thurston and Dakota Counties for the NRD, said he will challenge District 16 Sen. Lydia Brasch in the May primary. Both are Republicans. Brasch was elected in 2010.
