Some Papillion residents are scratching their heads as to why part of a year-old downtown plaza resembles rusty scrap metal more than an aesthetically pleasing public space.
Resident Joe Sylvester called the panel that wraps around a building at the corner of Washington and First Streets “probably the ugliest thing I've ever seen down there.”
