“Time is not on our side. Thirty million Americans will become eligible for Medicare over the next 18 years. The unfunded liability exceeds $40 trillion. Slogans will not solve this problem. Balanced budget amendments will make things worse. To get costs under control in a way that does not destroy the best of our current system will require bipartisan action.”
